Where to play, state by state

Outnumber generates numbers. It does not sell tickets, take payment or handle a wager of any kind. Once you have a line you like, there are three ways to actually buy it, and which ones are open to you depends entirely on the state you are standing in.

1. At a retailer

Available everywhere the game is sold, which is 45 states plus Washington DC, Puerto Rico and the US Virgin Islands for Powerball. Fill in a play slip with your numbers, or hand the clerk the numbers from your phone. This is the only method available in every participating state, and it is the one we assume by default.

2. Online, direct from your state lottery

A growing number of state lotteries sell draw game tickets through their own website or app. You must be physically inside the state when you buy, and the lottery itself is the seller, so there is no middle party.

Delaware launched its own platform in 2026. Massachusetts and New Jersey have passed laws allowing online sales but had not gone live at the time of writing. In Maryland, New York, North Dakota you can subscribe to draws online but cannot buy individual tickets.

3. Courier services

A courier is a private company that buys a genuine official ticket on your behalf from a retailer in your state and holds it for you. It is not a bet on the outcome, and it is not the lottery. Whether couriers may operate at all is decided state by state, and the map has been moving fast.

No law either way. Couriers often operate, but with no licence to lose and no regulator standing behind them, and several states have moved from this position to a ban with very little notice.
